We at Joomlapage have a great template for webdesigners and it's FREE! It's a template template, which means it's a framework for a new template.
All the basic files are there: a index.php, a template_css.css a templateDetails.xml and the folders called css and images. This way, it saves you some time creating them over and over again. The stylesheet is already linked to the index.php, so you can start right away! See you around at Joomlapage.com!
